Anjouan gaming licence: a closer look

An Anjouan gaming licence is issued under a framework run from the island of Anjouan in the Union of the Comoros, and its public register holds 1,251 rows. Because questions have been raised about the framework’s standing, the sections below cover who stands behind it, what it requires, how a licence is checked and how complaints move from the casino to an independent dispute body.

How the Anjouan gaming licence works

The bodies behind the licence

The framework’s overview names the Anjouan Offshore Financial Authority as “the competent regulatory authority for offshore financial and gaming activities”. Anjouan Licensing Services Inc. is the sole authorised administrator of an Anjouan Gaming Board, which the home page calls the supervisory body. The Licence Conditions (version 5, October 2026) and the seal code name a fourth company, ANJ Management Ltd.

It lists four Anjouan Acts of 2005 as its principal instruments: the Computer Gaming Licensing Act, numbered 007 of 2005 on the validator and in the Licence Conditions, and the Offshore Finance Authority, International Business Companies and Money Laundering (Prevention) Acts. It also claims the Comoros’ accession to the World Trade Organization on 21 August 2024 and a legal opinion dated 19 September 2024, “reconfirmed February 2026”, from a law firm it describes as regulated in England and Wales and in Quebec but does not name. The opinion is not published.

Its review of the first quarter of 2026 lists 12 supervisory assessments and three formal compliance notices, and its first annual report is, in its words, “currently in preparation”. These are the framework’s own figures.

Operator and supplier activity

A B2C licence is for operators offering gaming directly to players. A B2B licence is for suppliers of platform, software or technical services to licensed B2C operators. The framework lists the activities a licence can cover as online casinos, poker and bingo, sports betting, prediction markets, blockchain-based gaming and crypto-enabled gaming. The register prints only the type, so a row does not show which of them a licensee runs. Separately, the recognition letter register lists 29 suppliers, among them Booming Games (Malta) Limited.

Is an Anjouan licence safe?

Questions over the framework’s standing

On 8 December 2025 the Central Bank of the Comoros (BCC) issued a communiqué naming the Anjouan Offshore Finance Authority among structures not recognised in the Union of the Comoros, with no legal authority to grant financial or banking licences. It says no online betting or gaming licence has been issued there and calls claiming such an approval fraudulent. The English here is our translation of the French.

The questions went further in October 2026. On 19 October the Guardian reported that the Comoros government had asked the UK government and its law enforcement bodies for help. A central bank spokesperson told the paper that the licensing amounted to “illegal activities” by people “abusively using the name of the Comoros Islands to give themselves apparent legitimacy”, and that the government was preparing judicial action locally. That account comes from the newspaper; neither government has published its own text on the request.

Two details keep the picture accurate. The communiqué lists eight web addresses and none is an Anjouan Gaming domain, and it does not name the Anjouan Gaming Board, Anjouan Licensing Services or ANJ Management. The ministry note of 10 December 2025 concerns Forex and crypto licences, not gaming.

Verifying an Anjouan licence step by step

Searching the register

  1. Note what the casino shows

Company name, ALSI number and exact domain, from the footer or terms.

  2. Search the register

Search by number, company or domain on the verify page.

  3. Read the expiry date

Every row prints “valid”, so the expiry column carries the information.

  4. Match company and domain

A listed domain is only notified, so compare the company with the terms.

  • 66printed expiry date already passed (5.3%)
  • 141expire between 27 October and 30 November 2026 (11.3%)
  • 1,044expire later (83.5%)
1,251 register rows, all printed as “valid”. Expiry dates as printed in the Anjouan licence register, 27 October 2026. One row expired on 23 October and still read valid.

The public register lists company, status, licence number, type, dates and domains. Its registry disclaimer says it “may not reflect changes that have occurred since the most recent update” and that a domain listing “confirms only that the domain has been notified”. The same steps for a Curaçao record are in our Curaçao licence check.

The interactive seal and certificates

The seal policy says the seal must link directly to the official verification page in the public registry. In practice the seals on the brands below open a separate domain, verification.anjouangamingboard.org, whose record names the company, licence number, domains and excluded territories, so treat the register as the second source. A validator address built from the domain alone can show “INVALID” for a domain that is on the register, so rely on the seal’s own link or the register. An old seal link shows an expiry notice because such links last about 20 minutes. A certificate that cannot be verified in the register should not be relied upon.

Why casinos moved to Anjouan

Curaçao, from 24 December 2024

Curaçao’s new gaming law ended the master-licence and sublicence system, and old-law licensees running their own games received a provisional licence of up to six months.

The old Orange Seal, which showed a sublicence, expired on 15 October 2025, and the Curaçao Gaming Authority says it now supervises operators directly.

On the Anjouan register

Licences dated from 2024 appear, for example Smash Casino’s, issued in September 2024.

One brand name sits in both places. The Curaçao register of 20 October 2026 prints Metaspins N.V. with licence OGL/2024/1063/0437, issued on 24 December 2025 and marked Indefinite, while metaspins.com’s footer names 3-102-959384 SRL under an Anjouan licence. A shared name does not show that one business moved.

What the timing shows

No operator has published a reason, and timing alone is not evidence of motive. Where an operator holds licences in both places, its own terms and the two registers are the places to look.

Anjouan licences and UK players

The Anjouan framework itself excludes the United Kingdom, in its Licence Conditions and on its seal records.

The Gambling Commission says that providing gambling facilities to consumers in Great Britain without one of its operating licences is illegal and “applies regardless of where in the world the gambling is provided from. A gambling licence issued in another country does not permit an operator to provide gambling to consumers in Great Britain”. A business based abroad must hold a licence to serve British consumers, and its illegal gambling guidance sets out how it acts. Section 36 of the Gambling Act 2005 applies the offence to remote gambling used in Great Britain where the provider knows or should know it is. Northern Ireland has separate law, not covered here.

The framework’s international cooperation page says licences carry “no territorial restrictions under Anjouan law” but do not override local prohibitions. One seal record named seven excluded jurisdictions, among them the Comoros themselves.

Complaints and dispute resolution

Complaint deadlines

The dispute: each step ends in a decision

  1. The operatorComplain in English through the function on the operator’s interactive seal. Game outcome disputes must be raised within 14 calendar days of the session, account disputes (payments, suspensions, bonuses) within 30.Reply due within 30 calendar days
  2. An approved ADR providerIf unresolved after 30 days, the complaint can go to an approved dispute body. The operator pays. After the 30-day operator period

Outside the process: complaints from players in excluded territories, complaints escalated before the 30 days have passed, and commercial disputes. Source: the framework’s third-party complaint policy.

ADR and the regulator’s role

Approved ADR providers, as listed by the framework

  • EGIS ADR, EGIS - FZCO, Dubai
  • Axion ADR, Charlestown, Nevis
  • iGaming ADR, GamingADR, Douglas, Isle of Man
  • CADRE B.V., Willemstad, Curaçao

CADRE decisions are binding unless agreed otherwise, and EGIS allows an appeal within seven days. On 27 October 2026 the authority listed one suspension, for a B2B supplier, with the reason “Failure to participate in ADR”. Revoked entries include 2026 cases for fraud and illegal sublicensing, and revoked web addresses cannot be reused on another licence.

What an Anjouan licence leaves to the player

  • The regulator does not adjudicate complaints, so a dispute depends on the casino and then the named ADR provider.
  • None of the six brands above names an ADR provider in its terms, so ask the casino which body applies.
  • Withdrawal limits are each casino’s own, and Smash Casino and Trixino both cap them at EUR 1,000 a day.
  • All complaint correspondence must be in English, and a complaint is refused if filed more than 12 months after the operator’s final answer.
  • Players in the framework’s excluded territories have no standing in the complaint process.
  • Domain and brand ownership are not verified, and a row can read “valid” after its printed expiry date.
  • New conditions bind existing licensees only from their next renewal.

Frequently asked questions

Which bodies run Anjouan licensing?

The framework names three: the Anjouan Offshore Financial Authority as governing authority, the Anjouan Gaming Board as supervisory board and Anjouan Licensing Services Inc. as administrator, which its validator says manages supervision. The central bank's communiqué of 8 December 2025 spells the first name differently, as the Anjouan Offshore Finance Authority.

Can an Anjouan-licensed casino legally serve UK customers?

Not on that licence alone. Serving consumers in Great Britain needs a Gambling Commission licence wherever the operator is based, and the Commission treats advertising unlawful gambling to them as a criminal offence. It also acts against businesses that facilitate such gambling, including payment providers and search engines.

How do I check an Anjouan licence number?

Licence numbers begin with ALSI, such as ALSI-202409012-FI1 for Smash Casino. Search the number, company or exact domain on the verify page and read the expiry date beside “valid”. A certificate's QR code should open the same record, showing licensee, status, approved domains and validity period. The framework adds that verification is not an endorsement.

Why do several casinos show the same Anjouan licence number?

Because one licence lists every domain its holder notifies. Novatrix SRL has 63 domains under one number and Win Top Ltd has 31, and two of the casinos listed above share one holder’s number. Across the register 553 rows list more than one domain and 50 list none. A listing confirms only that a domain was notified, not who owns the brand.

Does the Anjouan regulator settle player disputes?

No. Its policy rules out handling, mediating or ruling on player complaints, and it says it will not correspond with players on the merits of a case. A player can still file a compliance report about an operator, but the authority is not obliged to disclose what follows from it.

What changes when a casino moves from Curaçao to Anjouan?

On paper the company and the seal change. A Curaçao licence must sit with a Curaçao N.V. or B.V. that has a director living on the island, while four of the five Anjouan holders listed above are companies of Costa Rica or Cyprus. The seal stops opening cert.cga.cw and opens the Anjouan validator instead.

Responsible gambling and support

If gambling is causing harm, the National Gambling Helpline, run by GamCare, is free and open 24 hours on 0808 8020 133. GAMSTOP lets people exclude themselves from licensed gambling sites in Great Britain. Tools and organisations are listed in our gambling support guide. Gambling is for adults only, so keep to 18+ and treat it as paid entertainment, never as income.
